Parse messy human date and time strings

Forked from substack/parse-messy-time to add some improvements. Notably...

• Times which make no sense now return null instead of last night 12am ( https://github.com/cefn/fix-time/issues/1 )
• Times don't have an arbitrary number of milliseconds derived from the momentary Date() they were created ( https://github.com/substack/parse-messy-time/issues/10 )
• Symmetrical delimiters are removed (' " `)

Parse str, returning a Date instance d or null if no time could be parsed.
